We want our website to look good, but we also want a website which is easy to maintain.
CSS stylesheets allow one to define the appearance of a web page with a minimum of markup in the text itself. So that is what we use.
Unfortunately, stylesheets don't always deliver on their promises in every browser, if they are supported at all. Stylesheet specifications are often ignored, or have bizarre sideeffects. Also quirky is the implementation of tables in various browsers, with or without stylesheets. All things considered, a very simple layout seemed the most practical solution.
Nevertheless, we strive for a good-looking website at least for modern browsers. Among these, we count Mozilla, Chrome, Opera 5 en higher and OmniWeb. For older browsers such as Netscape and for text-mode browsers such as Lynx, we merely aim for readability.
